Turkmen UFOlogists were useful diplomats

The Turkmenistan cable is about civil society, not a sighting. The Union of UFOlogists appears as a reliable NGO partner, and its president says there were no confirmed local sightings. That is funny, but it is also a reminder that UFO groups can appear in diplomacy for ordinary reasons.

Yes, UFOs. Somehow, over time, the Union of UFOlogists of Turkmenabat has become Embassy Ashgabat's go-to NGO in eastern Turkmenistan.
Its president said the Turkmen military and government authorities had consulted him about mysterious occurrences in Turkmen airspace, but there had been no confirmed UFO sightings in Turkmenistan.
