A physics paper barely belongs here

This is a CIA intelligence information report summarizing a speculative physics paper by N. Kardashev and A. Sakharov about what happens when a charged mass collapses in space, presented at the Conference on the Origins of Life in Yerevan, Armenia, on 6 to 8 September 1971. It is not a flying-saucer report at all. It ended up in this archive because the boundary around UFO material also pulls in nearby space science, so treat it as background, not a case.
