This is a mission report describing a weapons quality radar track of a balloon like object moving with the winds at 31,000 feet, visually identified through a targeting infrared camera. In the public scan, those balloon like details are not readable. That matters because a balloon is already a plausible ordinary explanation, but the supporting text is not visible here, so the file should be treated cautiously and as thin.
