This is a Range Fouler Debrief Form. On a nighttime defensive air patrol, radar and infrared picked up two unknown contacts, one circling the other. They then vanished, showed red blinking lights, and were linked to noise jamming that can scramble sensors. The circling, the strobes, and the jamming make this messier than a simple dot on a screen, but they also sound a lot like ordinary electronic-warfare confusion. The odd behavior and the possible military explanation have to be weighed together, not separately.
