This is an AARO memorandum giving the first hand account of Witness 4, a federal law enforcement special agent who reported seeing numerous orange lights, orbs, and an object over more than two days in the western United States starting in October 2023. Because it spans several days rather than a single moment, it is more than a one off sighting, though it is still a memory written down after the fact. The most useful question is what several trained agents saw in common.
