The Robertson Panel reached Defense

This is a 1953 CIA letter to the Secretary of Defense that passed along a scientific panel report finding no evidence that Unidentified Flying Objects pose a direct physical threat to national security. The Defense copy matters because it shows where the panel's conclusions went. The finding was not a quiet endorsement of flying saucers. It was a calm threat assessment that treated public reaction as part of the problem.
