AFOIN-1A3/Maj Bogan/elr/76095/9 Sep 55 Rewrtn 13 Sep 55 MEMORANDUM FOR RECORD SUBJECT: (Unclassified) Meteer Data Obtained by AN/FPS-17 PROBLEM: 1. To approve or disapprove the Air Technical Intelligence Center plan for distributing data obtained by AN/FFS-17 equipment. FACTS AND DISCUSSION: 2. On 6 July 1955, Rome Air Development Center, reported that AH/FPS-17 equipment vas obtaining large quantities of technical data on radar returns from meteors and missiles. Information is being gathered by General Electric Co. and is considered to be of great value to personnel working on the technical aspects of ICBM defense. 3. ATIC, by letter dated 14 July 1955, recomended following distribution: From General Electric Co. to ATIC where further distribution will be made to RADC, AFCRC and the Lincoln Laboratory. 4. ATIC will request Site 9 to provide pulse-to-pulse photography since available equipment is in position there. 5. Headquarters Air Research and Development Command concurred in the above outlined plan and requested AFOIN-1A3 approval and/or guidance. 6. Since the subject data is technical in nature, it was felt distribution vas adequate. However, since General Electric Co. is collecting the data and the Romo Air Development Center letter mentioned "several commercial firms" as possible recipients of the information, it vas felt that AFOIN should Insure a control point accountable to AFOIN, Hq USAF. It is recommended that AFOIN-4 be responsible for this control. The attached proposed letter points out this responsibility and establishes AFOIN &s the point of contact for decision on release problems to civilian firms. 7. Lt Colonel Adkins, AFOIN-1X2, concurs with above approach. RECOMMENDATION: 8. That the Chief, AFOIN-1A3, approve and sign the attached pro- posed letter to ARDC and memorandum to AFOIN-4. JOHN A. BOGAN Major, USAF AFOIN-1A3 SECRET
