SUBJECT: (Uncl) Theory of Flying Saucers
TO:
United States Air Attache
American Embassy
Buenos Aires, Argentina
1. Reference is made to your letter 197-R&D, subject "Theory of
Flying Saucers" dated 24 May 1955 and our interim reply of 1 Sep 1955.
2. The Aerodynamics Branch, Aircraft Laboratory of the Wright Air
Development Center, have submitted the following evaluation of the
theory contained in Dr. Neumann's manuscript.
8. The method of obtaining lift described in the report is
considered very ineffective as it is based on the principle of impart-
ing horisontal momentum to the jet and entrained air. Lift can only
be produced by imparting vertical momentum to the air or jet stream.
b. The method described for producing translational control
through introducing an assyme try in the jet should be effective.
This type of control, however, does not provide all the control needed
in an aircraft. In summary, this office does not consider the proposal
to be worth further investigation.

quarters. In accordance with your request, the original manuscript is
inclosed for transmission to Dr. Neumann.
