CONFIDENTIAL NAD JAMES CONTINENTAL AIRLINES AT' AIR FOLDS COLORADO SPRINGS, COLORADO 16 Aug 1995 C0301 SUBJECT (CONFIDENTIAL) Reporting of Intelligence Sightings by Friendly Countries TO Director of Intelligence Headquarters USAF Washington 25, D. C. 1. Considerable effort has been expanded at both Headquarters USAF and Headquarters CONAD to develop procedures for reporting vital intelligence sightings which are broader in scope than those presently controlled in JAP 116(3). Some progress has been made in that reporting by U.S. Air Force personnel flying over California, Texas, and Idaho is now underway. In addition, it is understood that various countries representatives have been held at Headquarters USAF to discuss a U.S.-Canada deal which will replace JAP 116(3) and will be respectively in both countries. 2. The adoption by Canada and the U.S. of a common system of reporting is considered highly desirable, and brings to mind the possibility that other allied countries might also participate in such a system. The North Atlantic Treaty Organization in particular may consider the framework on which such an agreement could be based. It appears that there is considerable reporting potential in the easily accessible countries, and willing classes of NAD personnel operating in the North Atlantic and continuous northern essay in their ongoing breaststroke reporting operations and in the recently anglo-american transport operations of the unutilized airline systems. Other countries are currently studying the possibility of reporting under a LACS system. 3. In view of the present layers of reporting, it is requested that the feasibility of a U.S. reporting system be discussed and will be investigated in the context of your sightings.
