CONFIDENTIAL AFOIR-CO/Lt Col Garrett/lwd/4544 28 Apr 48 2-237 3-62 AFOIR-CO-5 28 APR 1948 000.76 General AFOIR-CO-5 SUBJECT: Clipping Service for Project "SIGH" TO: Commanding General, Air Materiel Command, Wright-Patterson Air Force Base, Dayton, Chio ATTN: MCI 1. Reference is made to your letter dated 15 March 1948, subject as above. 2. Based on past experiences of other Government intelligence agencies which have been contacted, and taking into consideration the necessity for additional handling which would result if another agency subscribes to the service for you, it is recommended that your headquarters subscribe to the desired service, rather than have the service contracted for you. 3. It is suggested that the simplest method to avoid compromising the Air Force in a program of this kind would be for a civilian member of your Intelligence staff to secure a Post Office box in Dayton, contract for the service in his own name, and pay the cost by money order or certified check secured with funds furnished him by the Government. 4. Coverage of general domestic newspapers can be obtained through Consolidated Press Clipping Bureaus, 431 South Dearborn St., Chicago, with branches in New York, Kansas City and Minneapolis; Henry Romeike, Inc., 220-30 West 19th St., New York, and American Press Clipping Service, 119 Nassau St., New York. Any one of these should give good coverage, but it might be desirable to query each of them before making a choice. Consolidated is probably the largest. 5. For coverage of the domestic trade press, American Trade Press Clipping Bureau, 15 East 26th St., New York, is recommended. 6. The International Press Clipping Bureau, 5 Beekman St., New York, provides coverage of the foreign press. 7. As to rates, Consolidated charges 10¢ a clipping with a minimum charge of $10.00 a month. American Trade Press Clipping Bureau charges 15¢ a clipping, with a minimum of $12.00 a month. This Office does not have specific rates for the other bureaus, but it is believed that the general newspaper clipping charges run about 000.76 General CONFIDENTIAL FILE COPY - DIRECTORATE OF INTELLIGENCE
