the crit eria of sub-paragraph 4. a. of r ef erence (a). However, its
approval would not be contrary to the best inter ests of the Service.

Pursuant t o the f oregoi ng and sub-paragraph 4. b. of reference (a),
I recommend t hat t he attached request of subject named officer to be
transferr ed to the retired l i st of officers of t he Navy after completing
more t han t went y-seven years• service be approved, effective 1 Apr i l 1960,
and t hat he be transf erred t o t he r etired list in hi s present gr ade, or
such ot her grade as he may be entitled to on date of retirement, in
accordance with t he pr ovisions of U. S. Code, Title 10, Sections 1293,
1315 and 1371.
