1. The inclosed report, prepared by Capt. Dale L. Leavitt of the National Guard, was obtained from the National Guard Bureau, Washington. It concerns the sighting of an unidentified flying object which allegedly landed in the vicinity of Flat Woods, West Virginia around 1930 EST 12 Sept 52, and the alleged observation of a "monster" shortly thereafter in the area in which the flying object supposedly landed, (see Incls 1 and 2).

2. Prior to receipt of the inclosed, the only information received on this incident was through the press. The Washington DAILY NEWS advised OSD-OPI of certain information which they had obtained from persons in the locale. One comment, attributed to Capt. Leavitt, was that the "skid marks" along the side of the hill were formed by a greasy deposit which felt like graphite. This appeared to bear a possible relation to the incident of the "perfect circle" in Arlington, Virginia on 2 Sept 52. Therefore, Capt. Leavitt was contacted and confirmed this statement. He was requested to obtain soil and vegetation samples and submit them to this office.

3. Samples arrived 29 Sept 52 and show no evidence of a graphite-like deposit. They are attached as Incl 3 for your disposition.

4. Some of the principals in this incident were on the TV program "We The People" on 19 Sept 52. During this program a drawing was shown which was claimed to represent a composite of the descriptions of all witnesses. A rough sketch was made of this drawing and is attached as Incl. 4. It is vaguely reminiscent of a character which appeared in a comic strip a few years ago.

5. All inclosures are for your retention.
