Sunlight was only a low-confidence answer
Intelligence Community Agency, Colorado Springs, Colorado, U.S., 2022.
The analysis is careful in a way UFO documents often are not. It offers backscattered sunlight as a possible explanation, then keeps the confidence low. That makes it useful because it narrows the case without pretending to close it.
From the file
The object was assessed as possibly backscattering of sunlight, with low confidence, based on uncertainty in each witness's field of view, snow cover, elevation, and cloud cover.
The witnesses described the object as roughly the size of a large jet and resembling an angular, non-symmetrical potato made of uneven panels, completely stationary above Cheyenne Mountain while slowly changing shape.
