This is a grayscale sensor or camera frame stamped 12/31/99 at 18:19:54. It shows a small dark elongated object near centered crosshairs, with several black redaction bars covering the surrounding data fields. The blacked out fields are where speed, range, and certainty would be, so you get the shape but not the numbers behind it.
