Helicopter still B15 keeps the target small

This is a grayscale sensor or camera feed frame with a crosshair reticle, stamped 12/31/99 at 18:20:22. It shows two small dark spots near the center right of the view, with most of the overlaid data covered by black redaction bars. It gives you location and texture, which is useful, but it is a narrow kind of useful and not an answer.
