Helicopter still B19 keeps the target small

This is a grayscale sensor frame stamped 12/31/99 18:18:53, with a centered crosshair aiming mark, a horizontal scale marked out to 15 on each side, and a small dark feature near the center. Black bars cover much of the rest of the frame. You can read the scale and the timestamp, but with so much hidden, it tells you only a little.
