Helicopter still B21 keeps the target small

This is a grayscale surveillance frame stamped 12/31/99 18:19:06, showing a small dark object just right of center near a crosshair, with large black bars covering much of the frame. The hidden areas are exactly where speed, distance, and certainty would normally be recorded. So what you can see is real, but the most useful information has been removed.
