Helicopter still B8 keeps the target small

This is a grayscale sensor or targeting display frame stamped 12/31/99 at 18:10:18. It has a centered crosshair reticle, a graduated measurement scale, several black redaction bars, and a small dark point just to the right of the crosshair center. You can see the shape clearly, but seeing it does not tell you what it was.
