Helicopter still B9 keeps the target small

This is a grayscale sensor-style image with a crosshair reticle and a numeric scale, stamped 12/31/99 at 18:10:26. It shows a small dark spot near the center of the crosshair, with several black redaction bars hiding other parts of the view. Those covered areas are where speed, range, and certainty would be, so the picture shows a spot but not the measurements around it.
