1. Project Sign is engaged in the collection, collection, compilation, evaluation and analysis of all information on unidentified flying objects, and is authorized under provisions of Technical Instructions 21-5, Addendum No. 5, dated 11 Feb 19, to obtain the assistance and cooperation of all agencies and facilities under the jurisdiction of the Air Force Command.

2. In this connection, your cooperation is required in reporting to this office, any flights which may have been made by the Flight Test Section with raw jets or other experimental types of propulsion emitting long pulses or flares, during the darkness of 3 December 19.
