This serial is a 1947 compilation by the U.S. Army Air Force and FBI of early flying disc sighting reports from June to August 1947, with accounts from pilots, military personnel, and civilians, an analysis of 18 chosen sightings, and a skeptical report blaming many reports on reflections from windows and windshields. It captures the first wave of sightings while they were still fresh, and the reports are uneven even as the official wish to gather them is clear. Its real strength is as a record of early uncertainty, not as a catalog of actual craft.
