RESTRICTED AFOIR-CO/Lt. Col. Garrett/dw/4544 12 Nov 48 15 Nov 48 000.9 000.9 Aljamy Dir. NOV 15 1948 B/L fm Hq USAF, 27 Aug 48, subj: Project "SIGN" AFOIR-CO-5 (L-10-78) 2nd Ind Dept. of the Air Force, Hq USAF, Washington 25, D. C. TO: Commanding General, Air Materiel Command, Bright-Patterson Air Force Base, Wright Field, Ohio ATTN: MCIAXO-3 1. Basic letter's reference to the contacting of the Air Transport Association was with the understanding that such arrangements were to be made, or had been made, by Project SIGN personnel. This was the decision made as a result of the conference held at this Headquarters 27 July 1948. JANAP 146 was forwarded merely as being of possible value in the establishment of a direct reporting system by airline pilots. 2. It is therefore requested that Project Sign personnel make arrangements to enlist the services of the Air Transport Association in order to develop a system whereby U. S. airline pilots could make flash reports of any unusual aerial sightings direct to your Headquarters. 3. In this connection it is suggested that the "Essential Elements of Information" included with 1st Indorsement may prove too detailed for practical use by airline pilots in forwarding initial reports to your Headquarters.
