At the conference in this Headquarters 27 July 1948 on subject project, it was agreed that the Air Transport Association would be contacted in an effort to enlist the cooperation of United States airlines in reporting sightings of unusual aerial phenomena direct to your Command. 2. The attached publication JANAP 146, although not specifically developed by the Joint Communications-Electronics Committee for the reporting of "flying disc" sightings, is forwarded with the suggestion that you may wish to consider its use for this purpose by commercial airline pilots.
