CONFIDENTIAL MCIA/JCB/amb MCIA MAR 15 1948 Clipping Service for Project "SIGN" Chief of Staff United States Air Force Washington 25, D. C. ATTN: AFOIR, Lt Col George D. Garrett, Jr. 1. It is believed that the initiation of a clipping service on the subject of flying discs would be of considerable value to this Command relative to the accomplishment of Project "SIGN". 2. The Research Division of Plane Facts Magazine, Dayton, Ohio was contacted in an attempt to negotiate such a contract. This company has submitted a few courtesy articles which proved highly useful. However, in view of the factors involved, indications are that such a contract negotiated directly by this Headquarters with a private company would carry no assurance that the USAF would not be compromised. 3. It is requested, therefore, that your Headquarters investigate the possibility to contract for this service through some other Government agency. This contract should contain the following coverages: a. U. S. newspapers b. U. S. periodicals c. Leading foreign newspapers (including translations) d. Leading foreign periodicals (including translations) The cost of such a contract would be furnished from the budget of the Intelligence Department, this Command. FOR THE COMMANDING GENERAL: H. M. McCOY Colonel, USAF Chief of Intelligence CONFIDENTIAL
