SECRET MCI/JSH/cm 20 February 1948 MCI Clipping Service Chief of Staff United States Air Force Washington 25, D. C. Attention: Director of Intelligence 1. Your attention is invited to the attached proposal from the Research Division of PLANE FACTS magazine to furnish this Headquarters with a clipping service as explained in the attached correspondence. 2. This matter was previously discussed informally with your Headquarters and the undersigned was notified that since the responsibility for a review of the world press was vested in the CIA, such matters should be referred to that authority. 3. The service proposed by PLANE FACTS would be highly desirable in that the material furnished would be organized in a manner that would facilitate processing within this Headquarters with a minimum of delay. The ability of the PLANE FACTS organization to successfully furnish such a service is, however, unknown to this office, and no attempt has been made to ascertain its capabilities in this direction in view of C.I.A. responsibility. 4. Since it is manifestly true that it would be impracticable, if not impossible, for this Headquarters to set up a world wide coverage of the press and trade journals in the aeronautical field without outside assistance, it is requested that efforts be made to make necessary arrangements with C.I.A. whereby this service may be furnished this Headquarters. FOR THE COMMANDING GENERAL: Incl: Ltr. 26 Jan 48 w/Incl. H. M. McCOY Colonel, USAF Chief of Intelligence SECRET T-4272-A
