This is a 1996 final report by the Research Triangle Institute for the U.S. Air Force about statistically modeling unlikely space-booster failures for launch-range risk calculations. It contains no UFO content at all; it is launch-safety math. It belongs in the release only as background or filler, and leaving it plainly dull keeps the archive from dressing up unrelated paperwork as evidence.
